The Department of Labor has released the new Overtime Rule. As a business leader, don’t make a reactive change in order to comply. Analyze your workforce and your customer demands to determine what makes the most sense for your business. The changes you implement need to align with your strategic goals and initiatives.

The new regulation will take effect December 1, 2016, which allows employers approximately 200 days to ensure their compensation structure is in compliance with the minimum salary requirement for exempt employees. The new minimum salary requirement will increase from $455 a week ($23,660 per year) to $913 a week ($47,476 per year).

This new regulation will result in many companies having to restructure some of their workforce to meet their organizational needs. While the best decision may be to increase some of your exempt employees’ salaries to $47,476 annually, others may find the best approach to be reclassifying their exempt employees to non-exempt. This reclassification will result in eligibility for overtime pay and also eliminate employees being able to have a flexible work schedule. While this may seem to be the most simplistic fix, there may be morale issues that employers will need to address. Taking away flexibility in work schedules will impact employers, employees and employees’ families.

The new rule also increases the threshold for exemption as a “highly compensated employee” (“HCE”) from $100,000 to $134,004 per year.

Understand your business goals and incorporate changes that will best support your organization. Please contact STAR HR + Business Solutions to discuss the best options for your business needs.

More information on the new Overtime Rule can be found at:https://www.dol.gov/featured/overtime.

Visit the STAR HR + Business Solutions booth at the National Cyber Summit (NCS)

As an exhibitor of the event, STAR HR is also supporting the Virtual Job Fair. This is a new offering for the NCS to help connect entry level job seekers with potential employers.

The National Cyber Summit is pleased to announce that there will be a Virtual Job Fair as part of the 2016 National Cyber Summit (NCS).

The NCS Virtual Job Fair is intended to provide students with the opportunity to introduce themselves to possible government and industry employers and gain additional contacts that may be used when seeking employment.

The resumes that are submitted to the NCS Virtual Job Fair will be made available to attendees, sponsors, and exhibitors of the event.

Students that attend the NCS will have an opportunity to meet face-to-face with perspective employers for on-site interviews. Students that do not attend the NCS will be contacted by perspective employers with opportunities matching their skill set. Students are asked to indicate whether or not they will attend the NCS as they submit their resumes.

Candidates seeking employment with the US Government will ultimately need to make formal application through the USAJOBS.GOV website. Candidates for private industry employment will be required to follow each hiring organization’s application process. However, the NCS virtual job fair will make these organizations aware that the student is seeking employment and whether the student is seeking government, industry, internships, or permanent employment.

Scholarship-For-Service students that are seeking government employment as an intern or permanent employee are encouraged to submit their resume to the NCS virtual Job fair. These resumes will be made available to several government organizations that are interested in hiring students majoring in computer science, software engineering, or other cyber related fields of study.

SUBMITTING YOUR RESUME:

Jacquelyn Bernard, CPA, CGMA, has been a Certified Public Accountant for over 25 years. During her career, she has worked as a
consultant in a variety of industries. Since 1997, she has specialized in the government contracting industry where she has worked with
government contractors of all sizes to design DCAA compliant accounting systems and procedures.
Accounting and HR for Government Contractors
Government Contracting – What you don’t know can hurt you!
Does this sound familiar?
You’ve done it – gone out on your own and been awarded a government contract as a subcontractor! Nobody seems to care
what you do as far as Accounting or Human Resources, so it must not really matter. Your spouse is pretty sharp so you will just
have them pay the bills and such and you personally will create an invoice in word or excel to send your customer and take care
of HR.
If you recognize yourself in this story, you could be in for a rude (and very expensive) awakening. It is inherent in every government
contract, whether you are sub or prime, that your accounting system complies with Federal Acquisition Regulations and
that you are handling your HR needs appropriately. Answers to the following questions are critical to your on-going success as a
government contractor.
Accounting:
 What is DCAA and how do I get on their radar?
 Is government contractor accounting different from other accounting?
 What is the big deal about timekeeping?
 What is an incurred cost proposal and who is required to submit?
 What is a DCAA Accounting Systems Review? And what happens if I fail it?
Human Resources:
 What federal regulations apply to my small business?
 Are written policies and procedures required?
 Am I required to pay my employees a certain wage and provide certain benefits?
 Are employment applications and written offer letters required?
 Am I required to post position openings?
 What resources are available to help me learn about these things?
This session will benefit anyone new to the industry or anyone who just needs a refresher on some of the basic government
contracting Accounting and Human Resource issues. Recommended for anyone involved in government contracting in the
areas of hiring, proposals, customer billings or record-keeping.
